On July 30, Riverkeeper submitted comments on the Draft Environmental Impact Statement for the Salem Hunt subdivision project in North Salem, NY. The developer has proposed construction of 65 residential units within the NYC Watershed. The Muscoot Reservoir already suffers from excess phosphorus which causes algal blooms that deplete the oxygen in the water, and leads to the formation of carcinogenic disinfectant byproducts. Nevertheless, the applicant’s project would increase the Muscoot’s phosphorus loading. The applicant also proposes stormwater basins in wetland buffer areas and a sewage treatment system on land characterized by steep slopes and wetness. Riverkeeper urges the Town of North Salem to implement a program to reduce phosphorus in Muscoot Basin by denying approvals for construction projects that would increase the phosphorus load of the reservoir, and require this applicant to come up with alternative plans for stormwater management and sewage treatment.
