“We commend County Executive McCoy and County Health Commissioner Crucetti for imposing a moratorium on Global Partners’ proposed plan to heat and transport thick, heavy crude at its Port of Albany facility, as well as on any other company initiating such heating or undertaking any facility construction or enlargement. The executive order he issued today is exactly the type of swift action that is needed to put the brakes on this dangerous facility in the absence of any state action to order a full examination of the environmental and public health impacts of Global’s plan.

Today’s moratorium echoes what we and our partner groups have been jointly calling for at the statewide level since January and finally responds to the hundreds of people who have come out to voice their concerns, speak out against the proposed Global facility expansion and demand state action.

The governor should heed this important County action and call on DEC to do what is required by New York State environmental law and regulations, and immediately direct Global to prepare a full environmental impact statement that evaluates the potential impacts connected with all of its current and proposed operations in the Port of Albany and in New Windsor, New York, and provide all potentially impacted communities with the opportunity to fully participate in that environmental review. Anything less does not honor the governor’s repeated calls to the Federal government to take action and his own commitment to protect New York’s communities and waterways from the risks of crude oil transport.”
