Policy Department Staff Attorney
Location: Tarrytown, New YorkStart Date: August 2008 Organizational Overview: Riverkeeper is an independent, member-supported not-for-profit environmental organization dedicated to safeguarding the ecological integrity of the Hudson River and the New York City Watershed, with a focus on tracking down and prosecuting polluters of the Hudson River, its tributaries and the New York City drinking water supply. Position Description: Riverkeeper is seeking a Staff Attorney for the Policy Department, whose primary role will be to support the Policy Director in litigating Riverkeeper’s challenge to the relicensing of the Indian Point nuclear power plant before the Nuclear Regulatory Commission (NRC). This is an incredible opportunity for a motivated attorney to play a key role in groundbreaking litigation addressing issues such as the environmental health of the Hudson River ecosystem, public health and safety, and state and regional energy needs. Riverkeeper has established itself as a leading voice, both regionally and nationally, in challenging the relicensing of Indian Point and revealing the NRC’s disturbingly weak oversight of the nuclear industry. We are looking for someone with a clear passion for nuclear energy issues and administrative law that will complement our dedicated team as we move forward on this historic and critical litigation. The Policy Attorney will be responsible for managing the daily caseload of the Indian Point litigation, which involves: • Consulting with outside counsel, technical experts and the Policy Director on litigation strategy. • Managing discovery process, drafting motions, replies and other briefings in preparation for the adjudicatory hearing before the NRC’s panel of Administrative judges. • Coordinate Riverkeeper’s litigation effort with other parties in the proceeding, including the New York Attorney General, New York Department of Environmental Conservation and Westchester County attorneys. In addition, the Policy Attorney drafts and files public comments to the NRC and other regulatory agencies, prepares research and policy papers for elected officials, and represents Riverkeeper at public meetings regarding the NRC’s ongoing regulatory oversight of Indian Point on issues such as emergency planning, nuclear waste and security. The Policy Attorney also supports the Policy Director and Policy Analyst in developing and implementing Riverkeeper’s annual Policy and Legislative Agenda. Qualifications: Strong candidates will be attorneys admitted to practice in New York, or awaiting admission following completion of the New York Bar Exam. Candidates must have excellent writing, legal research and communications skills and demonstrated familiarity with federal administrative and environmental law, particularly NEPA and the Clean Water Act. Familiarity with the Atomic Energy Act is welcome, though not required. Position Description: Riverkeeper is seeking a Watershed Program Director to direct the daily operations of our multi-faceted watershed protection program – an effort to protect the 2,000-square-mile watershed that serves as New York City’s unfiltered drinking water supply -- through litigation, advocacy, and grassroots organizing. The Watershed Program Director manages the program budget and directs three staff – another staff attorney, a staff scientist and a part-time administrative assistant. The Watershed Program Director leads the Watershed Team in its core activities to: 1) monitor regulatory agencies and enforce the 1997 New York City Watershed Agreement; 2) investigate and prosecute polluters; 3) stop sprawl and misguided development proposals and promote Smart Growth and sustainable, low impact development principles; 4) monitor emerging pollutants of concern; and 5) pursue long-term legal and policy solutions to prevent water quality degradation throughout the watershed. In addition, the Watershed Program Director leads grassroots advocacy efforts, handles speaking engagements, and coordinates and supports activities of citizens and environmental groups throughout the watershed. The Watershed Program Director will work in coordination with the Policy Director on legislative and policy initiatives; the Communications Team with website development and media outreach; the Volunteer Coordinator with outreach and education; and the Development Department with fundraising. The Greenpoint Manufacturing and Design Center (“GMDC”), Riverkeeper and the Newtown Creek Alliance seek a full-time brownfields planning director to oversee and implement planning and redevelopment work along the Brooklyn and Queens sides of Newtown Creek. The position is funded by a major two-year Brownfield Opportunities Area (“BOA”) grant from the New York State Department of State and Department of Environmental Conservation.BOA funds will be used to assess redevelopment opportunities for contaminated sites along and near the Creek, emphasizing high-performance, environmentally sustainable industrial uses, parks and wetlands creation, and improved infrastructure. The study will examine the watershed as a whole in an effort to improve the environmental condition of both the land and water. The Director will be responsible for: organizing a diverse group of local constituents, including businesses, residents and developers; leading a steering committee to develop a scope for the study and guide the project; overseeing planning, environmental, economic and design consultants; working closely with State and City agencies; and contract administration pertinent to the BOA project. In addition to these activities, the Director will assist in the organizational development and leadership of the Newtown Creek Alliance, an environmental and community advocacy group started in 2002. Responsibilities will include organizing bi-monthly meetings, conducting fundraising, and constituent outreach. The Director will also provide assistance for other Newtown Creek Alliance projects. The Director will be employed by GMDC in its headquarters in Greenpoint, Brooklyn. GMDC is the fiscal sponsor of the BOA grant. Qualifications: Bachelor’s degree (preferably in Urban Planning, Environmental Planning, public administration, economics, or a related field); master’s or other advanced degree preferred; 5 years work experience in one or more of the following areas: environmental planning, real estate development, landscape architecture, economic/community development, or law. Strong writing and public presentation, ability to lead meetings. The position involves working in partnership with a variety of officials and staff of local governments, State agencies, multiple community boards, and non-governmental organizations. The position will also require familiarity with government (city, state, federal) funding programs, public procurement processes, and regulatory involvement in land use and environmental revitalization. Significant experience in community organizing is essential. Spring/Summer 2008Watershed Program Legal Internship Location: White Plains, New York Position Description: The Watershed team is seeking a law school intern for the remainder of the spring semester and upcoming summer. This internship opportunity is located at the Pace Environmental Litigation Clinic in White Plains, NY. We are seeking an independent, motivated, broadly talented college student with an interest in environmental protection. Candidates should possess strong research and writing skills, and a background in planning or science is a plus. This research will include review of current Clean Water Act permits; water/waste water treatment facilities’ methods for removing and/or diluting pharmaceuticals; and national, state, and local policies and legislative initiatives to reduce the impacts of pharmaceuticals entering the environment from manufacturing facilities and sewage treatment facilities. Ideally, the intern will be in his/her third or fourth year of undergraduate studies in environmental science or political science and exhibits the following qualifications: excellent research skills, experience reading drafted and enacted federal and state legislation, and self-confidence. The intern will work directly with the Policy Director. ------------------------------------------------------ Spring - Summer 2008 Hudson River Team Legal Internships Location: Tarrytown, New York Position Description: Riverkeeper is seeking legal interns for its Hudson River legal team in Tarrytown, New York for the Spring 2008 and Summer 2008 semesters. Riverkeeper’s legal interns will gain in-depth and practical experience in the field of public-interest environmental law. The interns will directly participate in prosecuting polluters and advocating for strong environmental policies in the Hudson River Watershed. The interns may also assist staff with ongoing power plants cases or residential and industrial development cases. Responsibilities will include preparing case briefings, drafting legal documents, and conducting research and investigations. Qualifications: Candidates should be first or second year law students. Candidates should demonstrate a commitment to environmental advocacy, possess a basic knowledge of environmental law (and preferably a working knowledge of the Clean Water Act), be highly motivated and capable of both team and individual work, and have a healthy sense of humor. In addition to research and writing, the intern will be responsible for compiling information on local elected officials and local communities in order to advance Riverkeeper's grassroots campaigning efforts. Ideally, the intern will be in his or her second to fourth year of undergraduate studies in environmental science or political science and exhibits the following qualifications: excellent research and writing skills, experience reading drafted and enacted federal and state legislation, self confidence and intellectual curiosity. The intern will work directly with the Watershed Policy Analyst and Policy Director. ---------------------------------------------------- Summer 2008 Indian Point Program Internship Location: Tarrytown, NY Position Description: The Indian Point Campaign team is seeking a summer intern with a passion for nuclear energy issues and federal administrative law to support us in our legal challenge to the re-licensing of the Indian Point nuclear power plant. Riverkeeper filed a petition to intervene in the Indian Point License renewal proceeding with the Nuclear Regulatory Commission in November 2007 and just submitted replies in mid-February. Riverkeeper is committed to the closure of Indian Point, located on the banks of the Hudson River in Westchester County, New York. The plant has a history of safety problems, is vulnerable to terrorism, and currently houses over a thousand tons of nuclear waste in a densely populated suburb of New York City. Intervening in the relicensing proceedings gives us the opportunity to raise significant safety and environmental concerns we believe must be addressed during this process. We are looking for a law student who has completed his/her second year of study and exhibits the following qualifications: - Excellent legal research and writing skills - Familiarity with federal administrative law - Self-confidence - Creativity and willingness to share ideas with the campaign team as we take on this enormous challenge. The intern will work directly with the Staff Attorney for Policy in two main areas: first, preparing and responding to discovery requests, assuming we are granted a hearing and discovery begins in the summer and, second, reviewing and preparing comments to the NRC draft environmental impact study for Indian Point, due to be released in July. In addition, there will likely be opportunity to support the Staff Attorney in filing and replying to motions filed by NRC Staff and Indian Point counsel in this case. Familiarity with federal environmental law and Atomic Energy Act is welcome, though not required. -------------------------------------------------- Summer 2008 Water Quality Research Intern Position Description: Riverkeeper is seeking an enthusiastic individual to conduct in-depth research related to the water quality of the Hudson River. Most work will be done in the office, investigating the quantity, distribution, and consumption of river water. Another element of this project is to look into pollution released by sewage plants along the Hudson, including their location and regulation. The involvement of the Department of Environmental Conservation in monitoring the these plants will also be taken into account. This is in an effort to protect and restore the water quality for recreational and consumption use of affected communities, as well as the ecological vitality of the river. Ideally the candidate will be in his or her third or fourth year of undergrad. The intern will work closely with the Hudson River Team and go on occasional site visits via boat. Qualities desired: - Skilled researcher - Self starter - Persistent - Knowledge and interest in water quality issues - Personal transportation is strongly suggested but not necessary - Ability to commit to occasional extended work days and on site visits *This project is likely to demand more than the summer semester. The chosen candidate will have the option to continue work with Riverkeeper until the project is completed. -------------------------------------------------- Summer 2008 Development Intern Position Description: The Development Intern provides support for all aspects of Riverkeeper’s fundraising operation, including data entry, filing, prospect research, coordination of fundraising events, mailings, and composing of correspondence and reports to funders. Tasks: 1. Membership Management: - Open direct mail responses, photocopy checks, and enter gifts into database - Send donor membership gifts - Order merchandise for membership premiums and special events - Research individual members for additional cultivation - File gifts and maintain up-to-date member files 2. Special Events: - Assist with mailings of invitations, Save-the-Date cards, and other event related materials - Take and confirm attendee responses - Research event participants and potential corporate sponsors - Assist with scheduling planning meetings 3.
