Climate Leadership and Community Protection Act (Climate Act): Draft Scoping Plan Public Comment Period

The Climate Leadership and Community Protection Act (Climate Act) was signed into law in New York State in 2019 as one of the most ambitious climate laws in the world. The law created the Climate Action Council (the Council), which is tasked with developing a Draft Scoping Plan that serves as an initial framework for how the State will reduce greenhouse gas emissions and achieve net-zero emissions, increase renewable energy usage, and ensure climate justice. 

The Climate Action Council will hold 10 public hearings across the State to receive public input on the Draft Scoping Plan and advance work on a Final Scoping Plan to guide the implementation of the State’s nation-leading climate goals under the Climate Leadership and Community Protection Act (Climate Act).  

Eight in-person hearings and two virtual hearings will be conducted to receive public input. Pre-registration is encouraged but not required for the in-person hearings. Priority in seating and speaking will be given to those who pre-register.

In-person hearings will be webcast for viewing purposes only. Members of the public who want to provide oral comment must attend either in-person or join a virtual hearing. It is not necessary to speak at multiple hearings, as equal weight is given to statements made in each forum. Additionally, equal weight is given to written and oral comments.

Hearings will be recorded and posted on the Climate Act website as soon as practicable.
