Riverkeeper Submits Comments on Poorly Sited Parking Garage

On June 1, 2011 Riverkeeper’s watershed team submitted comments to the Town of North Castle as lead agency for the DEIS for a proposed parking garage to be sited near the Westchester Airport and 600 feet from the Kensico Reservoir. Aside from simply being a bad idea to develop land in such close proximity to the terminal reservoir for the Catskill Watershed, the DEIS proposed siting the garage in a wetland and its buffer and siting stormwater management practices in a wetland buffer and a DEP-regulated stream buffer. The DEIS also lacked information critical to conducting an informed review, including final delineation of the onsite wetlands, an off-site wetland mitigation plan, application plans for pesticides and road salt, and pumping tests for a proposed potable water well. We urged the Town to require a supplemental DEIS to cure the many deficiencies in the current document.
